Well according to the article the Israeli authorities have labeled it as such, but CNN is keeping the quotation marks around the word it seems. 

Personally, it reminds me more of that loon who stole a National Guard tank in California back in the day and rolled it over a bunch of cars and such before the cops shot him.

Of course in that situation only the loon died, unlike this one unfortunately.

So I'm thinking more along the lines of a lone whacko, but time will tell I'm sure...
