What??? I thought they had to pay it. Bad reporting and or memory I guess. I did know that it was digital djs though, but I thought it was required.

Basically, if you burn it on to CDs, its a loop hole and it doesnt apply.
There's been nothing reported about it for the last 2 years over here - basically no one can be bothered to enforce or indeed pay for it. And no one has been fined for not having one.

A few years ago, around 2002 or so, I was part of a global DJ community called dj.net (not the existing one, the original one). There was a Hungarian DJ on there that told us horror stories of how they had "DJ Gestapo" who would come into clubs at random and check the DJs bags. Vinyl DJs didn't have anything to worry about, but DJs who played CDs would have to bare all as far as their CD cases went. If there were any home-burnt CDs that didn't have some special tag on them proving the music was properly paid for, they would be confiscated on the spot and the DJ fined.
Even with the RIAA we've got it good here compared to that. I can't imagine what they must put software-based DJs through over there.
By the RIAAs standards, every time one of us turns our car stereo up so that it can be heard 50 feet away (don't know about where you live, but that's within legal range here) in the presence of more than 5 or 6 people we're probably guilty of "public performance" without a license. I wish someone with a lot of money to blow would take them to task on their outdated policies and finally get them to catch up with the rest of the information-age. Technically, anytime we invite a couple of friends over to watch a movie we're breaking the law (my high school actually got called on this for allowing us dorm students to sit around on Sunday afternoons and watch Blockbuster rentals), but I don't see the MPAA suing kids over it -- they're just glad for the extra sales generated. (Sorry for the vent -- had to let it off.)
