in short, it's when you suck at mixing.

more specifically though.... two tracks with improperly matched tempos playing at the same time, with everything sounding terrible because the 2 songs are not sync'd up.

it could also be 2 tracks that do have matched tempos playing at the same time, but the musical phrasing is skewed. like the beats don't line up.
