I think that the Bible certainly makes it clear that Satan is a corrupter of God's creation, and that includes music, movies, the internet, etc.
That doesn't mean he was the director of movies in heaven, or the netadmin of heaven, or...well you get the idea.
There isn't anything I've seen in the scriptures that say Satan was the angel in charge of music.
The closest I've seen people come up with is from Ezekiel 28 - "the workmanship of thy tabrets and of thy pipes was prepared in thee in the day that thou wast created."
As Alex pointed out, that passage is talking about King Tyre specifically, but even if you take it as also being an allegory towards Satan too, just because it says he had pipes doesn't automatically mean he was the worship leader.
That's quite a stretch from the word "pipes"!
Nevertheless it's something that people hold onto with a death grip as being true, and maybe it is, but there's certainly nothing I've ever seen in the Bible that talks about it.
I think that as an Angel, Worship is something that he is very familiar with, and was definitely part of, but don't all angels praise God?? Wouldn't all of them have musical instruments?

In this case, some of the people (not all) who are convinced Satan was the Angel in charge of music, feel that all non-christian/secular music has been corrupted by the Devil, and that believers should only listen to Christian music.
Personally I think that's a mistake.
I know there is some filthy music out there that Satan has definitely had some influence on and corrupted, but not all music made by non-christians is bad.
There is some gorgeous stuff out there that God has inspired people to create, and he has blessed people with some mad musical skills! Some of them just don't realize who inspires them or who gave them their talents.
